ARC received from the publisher in exchange for an honest review. What worked: I loved the premise of this one. I mean come on, genetic modification, underwater antics and a world that's gone to hell? Alas, this is another that I just couldn't finish and The Neptune Project bit the dust at 71%. What irked: I should have known when a character gives an explanation for the genetic modification in a very offhand manner early on in the book that The Neptune Project was going to be a miss.
